options when a hard drive crashes?

my mothers computers C: drive crashed... i researched some recovery programs but it seem logical that the computer has to be on, and the hard drive has to be installed to recover programs from it. thats the problem here... when my dad tries to boot up the computer, it won't go all the way, because of the hard drive... this drive held tons of item that were very important to my family so if you have any ideas of how i can get her computer up and running... if no ideas on that then i need some ideas on how i might be able to recover some or all of the files off this drive...

Since you seem a little new to computer work, you may want to take it to a computer shop and get an expert to diagnose what the problem actually is.
Depending on where the boot-sequence stops, it could be a number of things including faulty circuit board, burned motor, it may not even be the hard drive at all. Could be a faulty controller or even just corrupt Windows files that won't allow it to get all the way loaded. But, unfortunately, it's very likely it had a "head crash". They are very difficult to recover from. Some services such as OnTrack can recover data in a clean room and send you back the files on a CD/DVD, but they're very expensive.
If it's just corrupt files on a perfectly working drive, you may be able to recover with your Windows or System Restore CD (caution: If this is a 3rd party computer like Dell, Gateway, etc. don't select the option to "restore system as it was new" - that will wipe and rebuild the drive)
In the case of a head crash (sounds like "ka klink... ka klink... ka klink" or whining/ringing noise), there's one trick that works for us about 40% of the time...
Stick the drive in a zip-lock bag and seal it. Put it in the freezer and turn the temp to very cold. Leave it there for no less than a full 24 hours (couple days is better). Have the computer ready for the drive, with a spare already set up (USB external is fine, unless your computer doesn't have USB 2.0 support). Pull the drive out of the bag and quickly install it in the computer while it's still freezing cold. Power up the computer. If it worked, it will probably fail quickly, so pull your critical files off as fast as you can (copy them to the spare drive).
If it didn't work, you'll really need to get it diagnosed by someone good locally.
