it stops at a certain spot while booting up and i can't get to that "starting windows" screen or my desktop after that until i unplug my external hard drive. how do i fix this?

Does the drive work if you plug it in after Windows starts? Can you access it at that point? If yes, then there's a slim chance it's possible that your machine is trying to boot to the drive. Check the BIOS to see if you have enabled an option to boot from removable or USB devices. Either disable this or put the C: drive higher in the priority. These steps vary widely with each hardware manufacturer so I won't be much help here. Check your hardware manual.
It's possible that the driver is having problem. If you had to install special software for the drive, uninstall it, unplug the drive, reboot, reinstall the software, then plug in the drive. Reboot again to see if that solved the problem.
If there's no 'special' software then uninstall the drive software through Device Manager. Plug in the drive, click on Start, then type "devmgmt.msc" and press Enter. Expand the "Disk drives" branch, right-click the problem drive and select Uninstall. Reboot. If the drive isn't connected, connect it now. Windows will install the software. Reboot to see if the problem is resolved.

If I add an external "hard drive" to a desktop...?

I have an internal "hard drive" of 3gb. I need to expand it to at least 80gb. If I do expand to an external... what about the current "Intel" processor that the desktop has? Am I going to have to change the internal processor?

As long as you have the right USB or Firewire interface to match your new external hard drive, then no, you won't have to change anything else about the computer.
