Okay so i have a jtaged xbox and i like to preorder games i really follow right? So i want to know if i can get my DLC off the marketplace with NO risk to my xbox at all.

No you can not download content off of microsoft servers with a jtag/rgh console. The only way to get dlc/ xbla games is by downloading them from sites such as xbox360iso.com or se7ensins.com. From there you will need to either, ftp, transfer them a usb cable, or put them on an external hard drive and move them that way.

How can i format My My Passport hard drive to use with my jtag xbox?

The hard drive needs to be formatted with fat32 partion. the problem a lot of people run into is that newer operating systems wont allow you to format drives as such. you can use tools such as described here:

Another issue you might run into is that the passport draws its power over the usb port and a lot of times, unless you're using a slim, the xbox wont be able to use the drive and power it at the same time. Your best bet is to have an external power supply.
