There is an amber light on the Tower, and the monitor. The hard drive is working the fans are working and the power source is working. Could it be the hard drive warming up? It was beeping befoe but it stoped when I set the hard drive to jumper settings. Will the green light come back? I have the windows xp disk and it won't load in the cdrom either. The amber light is still there.

Answer
Sounds like a video problem but can`t be sure. Go to one of these to check beep codes for your bios.

The beep codes tell you what the problem is.

Do you need special jumpers or just a wire to jump a connection on a hard drive?

Had the hard drive go bad on my desktop and replaced it with a newer and faster model that has a feature that the mother board doesn't seem to handle. The book says to make it compatible, jumper two ports on the jumper board. Will just a piece of wire do or does it need to be something I need to buy?

Jumper two ports on a jumper board? What's a jumper board?

Your hard drive most likely came with a VERY tiny clip thingy that you use to set the jumper settings on your HARD DRIVE. (It looks like this: http://www.pcstats.com/articleimages/200504/hddinstall_jump.jpg) No homemade wire - ever.
