I wanted to know if i can use the external hard drive i purchased for my desktop on a laptop. Or do i need to buy another external hard drive that is specifically for laptops?

I have an old computer lying around so I took out the hard drive and bought an enclosure for it, so it's now a desktop external hard drive. Is it possible to install windows 7 on it and boot it to use it on a macbook pro. Preferably using disk utility program that came with mac os x lion.

No you cannot run windows 7 on a MacBook in this fashion.
Whether you BIOS allows you to boot from USB is immaterial.
To start with, if the windows install was an OEM then it will tied to the original windows hardware [the old machine you mention] so not only will it not run but it will be breaking the licensing for the OEM Windows 7. Also the windows installed on the disk is configured to run on the original hardware for the machine it was installed on. The windows installation on that disk will not have the required drivers and countless other things required to function on a MacBook.
Windows can not just run on Mac hardware without using something like Parallels to emulate the correct hardware configuration.
The correct way to run windows on a Mac is to use virtualisation software like desktop parallels: http://www.parallels.com/uk/products/desktop/
However even using this method you will still be breaking microsoft licensing for windows if yours is an OEM. If you have a full retail windows disk to set up on desktop parallels then that is OK.
