well, i have alot of pictures on a laptop hard drive and i want to take them out, so i was wondering if i can put it as a secondary on my desktop computer

Yes, you need to buy either a 2.5 inch SATA USB drive bay, or a 2.5" to 3" SATA adapter.

The voltages are the same, but handling a hard drive roughly, touching any contacts, or walking across a carpet with one in your hand can kill them. Be careful.
