Which would be better to use as a boot drive on a mainstream desktop:
The Seagate Momentus XT *Hybrid* @ 7200 RPM w/ 4GB Flash and 32 MB cache
OR the WD VelociRaptor @ 10K RPM and 16 MB cache ::

Well if you have to choose one of those two, the obvious choice is the velociraptor. Hybrid technology has the potential to speed things up a bit. But a standard install of Windows 7 Pro will take a little more than 4GB of disk space. So, the operating system itself is going to nullify the advantage of the hybrid 4GB flash.
So it boils down to conventional hard drive performance based on 7200RPM SATA 32MB cache or 10K RPM 16MB cache. For booting, nothing is cached yet.
So, it comes down to 7200RPM or 10K RPM as for your use, that is the only difference. Velociraptor wins!
If the hybrid had 8GB of flash, I'd say toss a coin. They'd be about the same, then. But with 4GB of flash? The velociraptor is going to outperform it.

Should I build or buying a gaming desktop?

I was thinking of buying the Alienware x51, but some people say building it is better. would these parts be better (in performance and value) than the x51? Am I missing any components to the computer and would these part work well together? Which one would run higher end graphics better (compare it to Battlefield 3)? Any recommendations to change some parts (some people say my CPU is alright, but is there a better one for about the same price)? Please recommend products from www.newegg.com.

-Hard drive is alittle small. 500GB (465.5) will be eaten in no time when you start installing lots of games, and storing music and videos. Id suggest a 1TB for todays standards.
-Motherboard, id either go with an H61 or H77 chipset board. http://www.newegg.com/Product/Product.aspx?Item=N82E16813157303 board is great for the price. Or better yet, get http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.1061801 for extra saving.
-You dont seem to have picked an optical drive, so you can always go with http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.1053419 (if using a different cpu, just use this optical drive w/o the combo)
Now what else id actually recommend is upgrade to a i5-3450/3470

And really you could/should knock down your PSU a notch. You dont need that high end of a psu unless you are getting higher end hardware, or are planning on hardcore overclocking.
