i have a dell desktop and i have a hard drive from my laptop and i want to use that hard drive as a second one in my desktop. how do i do that?

Yes, it will be fine assuming both the drive and the computer use the same interface (i.e. both EIDE or both SATA). If they don't match it is still possible to connect them up but it gets slightly more complex.
For EIDE the connector used on a laptop drive is smaller and carries both data and power, however simple wiring adapters are available to make them look like a standard IDE data and Molex power connector which cost approximately nothing.
For SATA drives the connections used are the same so there are no issues.
For a permanent installation you will also need a bracket that attaches to a 2.5" drive and allows it to be mounted in the space intended for a 3.5" drive. Again, these cost very little and are often supplied with the EIDE adapter covered earlier.

Using Desktop hard drive as a hard drive for my laptop?

I was given an old laptop that is really good (has an i7 processor and 8GB of RAM) but it is missing the hard drive. i have an old desktop and i removed the hard drive with that blue wire thinking maybe i can connect it to my laptop. I am not talking about connected the hard drive to a USB port for data transfer. im talking about opening the laptop and maybe connecting it to the hard drive to install windows. i have a Toshiba Satellite C655. Of course the laptop would hav eto remain open since the hard drive wont fit in the case but i hope its possible

What you want to do will not work, the laptop has to have a installed internal hard drive with a operating system to work, Your Toshiba uses a 2.5 inch SATA 5400 RPM hard drive a 7200 RPM drive will also work. The you need the original operating system recovery/install disc set made for the laptop to install Windows 7 onto the new blank hard drive. The original recovery disc can be order from Toshiba for around $30.00. I just purchased a set for a Toshiba that the one that came with it had been lost so I could reinstall the original operating system onto it. Then you could purchase a USB external 3.5 desk top hard drive enclosure connect it to your laptop and format it and then use the now external desk top hard drive just like you would any other external hard drive, cost $10.00 up at most computer stores. Would say the fairly new Windows 7 Toshiba laptop would be worth investing the cost of the recovery disc set and a new hard drive for. For about one hundred dollars you would have a working laptop and a external hard drive.
