Normally the external drives are larger and use in desktop hard drive inside them. They also usually have separate power cord that you have to plug in. They are usually larger in capacity (hold more) and are faster. They are designed to set in one place most of the time.
Portable drives use smaller laptop drives. They get their power over the USB port. Which means they usually run slower and because of their smaller size or lower in capacity. They are designed to be moved frequently, so are a little better "padded" against drops, etc. They are also more expensive.
Unless you need the drive to be portable, go with the larger external drive. They are much cheaper per gb of storage.
